"Forum on Pharmaceutical Industry Overseas Cooperation and Dual-Circulation Development" Held in Beijing

On July 12, 2026, during the 43rd National Pharmaceutical Industry Information Conference and the 2026 Beijing-Changping Life Science Forum, the "Pharmaceutical Enterprise Overseas Expansion Cooperation and Dual-Circulation Development Forum" was successfully held. Co-organized by the Beijing Future Pharmaceutical Industry Chain Research Institute, the China Pharmaceutical Enterprise Management Association, and the China Pharmaceutical Industry Information Center, and co-hosted by the Changping District Bureau of Commerce and the Beijing Changping Science Park Development Group Co., Ltd., the forum focused on the theme of "New Trends, New Opportunities, New Models, and New Growth Drivers." Over two hundred representatives from pharmaceutical industry organizations, relevant government departments in Beijing and Changping District, as well as domestic and international pharmaceutical enterprises attended the event.

The forum was chaired by Zhang Yuxiang, the director of Beijing Future Pharmaceutical Industry Chain Research Institute. Zhang Shuo, a member of the Party Committee and deputy district leader of Changping District, delivered a speech, introducing the development advantages of the pharmaceutical industry ecosystem in Changping District. Wu Haidong, the vice president of the China Pharmaceutical Industry Management Association, in his speech, introduced the current development situation of the pharmaceutical industry and put forward suggestions for industrial transformation and upgrading as well as internationalization.

During the special report session, the participating experts conducted in-depth sharing and discussion on topics such as global market access, supply chain reconfiguration, and overseas strategies. Professor Xu Ming from Peking University systematically explained the relationship between the World Health Organization's Pre-certification (WHO PQ) system and the Essential Medicines List (EML), noting that Chinese raw materials have accounted for 31.7% of the WHO PQ pre-certified raw materials, but the proportions of preparations and diagnostic reagents are still low. Companies should pay attention to the access rules of global public procurement markets. Xu Mi, the vice president of Huahai Pharmaceutical, analyzed the new pattern of the global raw material industry's transformation from "cost-driven" to "supply chain resilience", emphasizing that in the context of promoting local production in various countries, Chinese enterprises need to shift from single cost competition to the construction of systematic capabilities in technology, quality, and sustainable supply. Alessio Mola, the WHO technical officer, shared information about the global accessibility platform for pediatric anti-tumor drugs, calling for enhancing drug accessibility through end-to-end supply chain collaboration. Sheng Yanzhi, the Middle East general manager of the International Market Department of Fuhong Hanlin, shared experiences regarding the new growth points of overseas expansion of the industrial chain, including market and partner selection, registration access and marketing team establishment, overseas supply chain layout, and the global headquarters' capacity building system that supports autonomous commercialization through medical empowerment.

During the forum, the European-Chinese Business Association led delegations of biopharmaceutical enterprises from Switzerland, Germany and other European countries to attend. Six companies including Ennovate Pharma, AX1 Medical, Tak BioSuisse, Fritz Gyger AG, nNano AG and ICONIC JUNGLE SRL showcased their services for market access in Europe and biotechnological cooperation projects, expressing their willingness to deepen cooperation with domestic enterprises in areas such as research and development, production and investment.Wang Xuecong, the president of Beijing Future Pharmaceutical Industry Research Institute, introduced the concept of jointly establishing the "Pharmaceutical Industry International Cooperation Service Platform", aiming to help enterprises reduce overseas costs and control risks through international specialized research, enterprise cooperation and exchanges, knowledge base construction, and overseas visits and investigations.

During the roundtable discussion session, representatives from enterprises and institutions such as Renfu Pharmaceutical, Kelon Pharmaceutical, European Chinese Business Federation, PwC, and E-Patient Manager engaged in a dialogue on topics such as the internationalization situation, regional market opportunities, and forming alliances to go global. The participants generally believed that Chinese pharmaceutical companies are moving from "product export" to "industrial chain export". Emerging markets such as Southeast Asia, the Middle East, Latin America, and Africa present both opportunities and challenges. Companies need to abandon the mindset of low-price competition, adhere to compliance standards, and establish long-term competitiveness through local production, registration priority, and differentiated product strategies; at the same time, they advocate for industry alliances for going global and ecological collaboration to achieve the transformation from "going out" to "integrating in".

This forum has provided an important platform for pharmaceutical enterprises to grasp the new trends of globalization and explore the dual circulation development path. During the "14th Five-Year Plan" period, China's pharmaceutical industry will be led by innovation, promote cooperation through openness, and achieve win-win results through platforms, accelerating its integration into the global pharmaceutical industry system and contributing Chinese strength to global public health endeavors.
